Wackford Community and Aquatic Complex Floor Renovation Project

Project Background:
During 2006, staff noticed and began documenting bubbles in the gymnasium floor of the Wackford Community Center. In July of 2008, staff determined there was a moisture issue prevalent throughout the facility. At that time, legal counsel was consulted and staff was directed by the Board to initiate a claim on the basis of construction defect. Investigations, interviews, depositions, and litigation continued through the middle of November 2011 when the claim was settled.

Project Scope:
The project will require the removal of existing floor covers, removal of a portion of the existing slab, and resurfacing, resealing and reinstalling new flooring. From July 2012 to March 2013, sections of the complex will undergo construction sequentially to minimize impact on the community (according to the phasing diagram below).

Project Funding:
The project is fully funded by the settlement received through the litigation process. Public funds will not be used.

Questions & Answers:

What are some impacts of the construction?
All of the products/materials used are low odor. There will be “construction” noise, dust and fumes; however, these will be mitigated as much as possible. Potential construction/materials effects will depend on the individual tolerance levels as some are more sensitive than others.

Will the building be closed during construction?
The building will remain open during the construction. There will be closing of areas and relocation of entries, staff offices and some programs during this time. The affected areas will be posted with directional signs.

Will the public have access to these construction areas?
No - the construction areas will be secure. Only construction personnel will have access to these areas.

Will the pool be open for swim during the construction?
Yes - the location of entry will change as the construction progress continues. The locker rooms will remain available and the area will have directional signs to avoid any additional confusion.

Will recreation programs continue during the construction?
Yes - the location may change as the construction progress continues.
