Welcome to the Cosumnes Community Services District Human Resources Division home page. The CSD stands
at an intersection of the present and the future, looking back at the way business was conducted in the
past and planning for the way we dream it can operate in the future.

Our Mission
The mission of the Human Resources Division is to assist the CSD in reaching its strategic goals through
recruiting, promoting, retaining and rewarding the best qualified workforce and promoting the health, well
being, safety, economic and career growth of our many talented and hard-working employees. Those dedicated,
professional employees will then be a positive force providing outstanding service to our community.
The Human Resources Division is a team dedicated to exceeding the expectations of both our internal and
external customers by working collaboratively to implement innovative solutions.
Services Provided Through Human Resources
The Human Resources Division provides a wide-range of professional and personalized human resources services
including:
- Recruitment and Selection
|
Includes working collaboratively with management of each department
to evaluate organizational structure, recruit a diverse workforce, initiate appropriate advertising and outreach
to maximize reasonable competition. Human Resources works collaboratively with department management to identify
critical dimensions for testing and to select appropriate testing; processing applications; administering tests
and ensuring that recruitments comply with Federal, State and local laws and ordinances. We continually strive to
find and implement ways of providing a higher level of service to ensure that the employment process is as
effective and efficient as possible. To this end, our current goal is to provide an on-line application process
in the near future.

- Classification and Compensation
|
Includes responsibility for interpretation and correct
implementation of wage and hour requirements mandated by the Fair Labor Standards Act and any applicable labor
contracts. This responsibility includes analyzing and allocating positions to appropriate classifications and
assisting in the organizational development, reorganization and structuring of positions and work within individual
work units. We conduct analytical studies to ensure employees are working within stated classifications. We maintain
the official position allocation list; maintain and revise the classification plan; work with operating department
management as needed to develop accurate classification descriptions, job titles and appropriate salary
recommendations to ensure labor market competitiveness. We also work with Finance to develop the official salary
tables. Immediate goals include a major review of all current CSD job classifications and posting all job
classification documents on the website for reference by applicants and employees.

- Benefit Administration
|
One of our most important responsibilities is to provide accurate
information about our generous benefits, including vacation and sick leave, comprehensive health plans (medical,
vision and dental), and retirement benefits.

- Personnel Operations and Payroll
|
Includes processing and verifying all payroll/personnel changes;
maintaining official personnel files for the CSD; developing and modifying personnel policies, procedures and systems;
and, ensuring that payroll is processed in accordance with all applicable Federal, State and local laws and ordinances.

- Employee Training and Development
|
Includes conducting new employee orientation; developing,
coordinating and providing training on topics which have applicability across departmental lines including management,
supervisory and leadership training programs, customer service academies and enrichment courses that are beneficial to
all CSD employees.

- Employee Relations
|
Offering professional assistance in areas of the employee relations including
consultations with operating department managers, performance management questions, investigations, disciplinary
issues, and interpretation of policy provisions.

- Labor Relations
|
Providing professional assistance in labor relations including interpretation of
MOU and policy provisions, consulting with operating department managers, labor negotiations, management-union relations
and meet and confer issues.

- Equal Employment Opportunity
|
Interpreting laws, rules and procedures and maintaining EEO policies and
standards to ensure compliance with Federal, State and local laws and regulations to keep CSD employees free from
discrimination and retaliation; coordinating CSD compliance with disability laws. We provide, or coordinate, competent,
impartial and thorough investigations of complaints of discriminatory or harassing treatment occurring within the
workplace.

- Disability Management
|
Administering all employee disability benefit programs such as sick leave,
workers' compensation, return to work, long term disability, life insurance, catastrophic leave, Family and Medical Leave
Act, California Family Rights Act and CalPERS disability retirements. We promote early return to work through consistent
contact with employees on medical leaves and their departments. We apply the State mandated Interactive Process with
employees needing workplace accommodations for their physical or mental disabilities to properly fulfill the essential
functions of their jobs. Management of claims and litigation is conducted through a third party administrator.
